It's labeled Topps but clearly says OPC on card. Is this a pop out/different card?

Slab is mislabled.Should be corrected at no charge.

I think its something called "human error". Unfortunately, it happens a lot at PSA.

They used to issue vouchers to cover that if you brought i to their attention.

I thought it was also true that the original submitter is the only one who can send in the card to be corrected if it's a "mechanical error".
Is that still correct?
