Paypal Pay After Delivery

I saw this come up when I was paying for an ebay purchase. How does this impact sellers and does this work for international buyers too?

    what are the parameters of this? This is the first I've heard of it.

    If other sellers are like me, then no way in h3ll will they be shipping stuff without getting paid for it first.

    "What is Pay After Delivery?
    Pay After Delivery gives you 14 days for your item to be delivered before you pay for your purchase. There's no cost to you - because the money is deducted from your bank account, there's no credit check and no credit card fees.

    How it works

    1. Click the "Enroll" button to sign up for the Pay After Delivery service – there is no cost to you.
    2. Add and confirm your Bank Account so that you can take advantage of Pay After Delivery.
    3. PayPal will pay the seller immediately, but will not deduct the money from your bank account until 14 days later.
    4. We'll send you a reminder email four days before we deduct anything so you won't find any surprises."

    Hmm. #3 is interesting. It appears that Paypal is assuming all of the risk.

    Could this be the "instant pay" that Ebay sellers have been dreaming of?

    My question would be what would happen if someone bought a card for $1000, then got the item, sold it, the closed their bank account?

    Who takes the loss??
    IT IS ALWAYS CHEAPER TO NOT SELL ON EBAY

    This is just PayPal basically extending a short term loan. I would have to think PayPal would eat the loss if they are unable to collect just like in any other manner of payment. One would hope at least.
