Can a PSA 7 have reverse printing that is missing ?

Check out the bottom writing on the back of this card. Please correct me if you don't see writing that is either heavily faded, or missing.

How can a Near-Mint sportscard have lost some of it's print color on the words, so that you can barely see what the word says ?
How can a sportscard lose it's print ? Has this card been soaked ? Erased ? What causes this ?
Also, notice the two areas of dark stains where the card has lost some of the print color. Perhaps the card got a bad soak job, but this
is just a guess, as I am no expert in this field.
