Would this coin grade? Russia 1800 Rouble

Picked this one up raw from blurry images on ebay where it was sold as an "unknown medal with latin writing". It's a Russian rouble from 1800. I've got no experience of getting circulated coins graded so I have no real idea if the digs on the obverse of this coin will prevent it from being graded. My gut says it would no grade. What do you think?

    Seems to be a Russian Paul I Rouble. No idea if authentic, since I haven't handled these before. Should be around 20.75 grams.

    In terms of getting graded - those obverse scratches might keep it out of the slab.

    If it were mine and it weighed up correct I would probably pcgs it - even if it comes back genuine the secure plus gives you a big premium when you sell it.

    Well it weighs 20.7 grams. So I guess that's one indicator of authenticity.

    I doubt it will grade- the genuine holder could help
