Unknown Coin/Token

Hi all,

I'm hoping somebody can help me identify this item. It's 14mm diameter and is made of tin/zinc or similar alloy.

It was very cheap and came from Thailand, and so far the coin forum I usually post on hasn't been able to ID it. Many thanks in advance.

Scull with an arrow through it? Neat.

A strange one; it definitely isn't a coin. The flag appears to be a crude representation of the Union Jack. Best guess: some kind of ritual token for a British loyalist order such as the Orange Order.
