Buyers who wait for the NPB case to pay.

"*****" won one of the auctions I had up a few weeks ago, but 2 weeks have gone by w/o communication or payment.

I also noticed that the account has been dormant during that time.

    I guess the NPB case I opened got him moving. He paid up.

    Your lucky you ended up getting paid, I never did. All the guy got was a non pay strike against him, apparently if you get 2 something happens? What it is I have no idea

    The non-pay strike seem pretty toothless to me. Now, if they showed up on your "My Ebay" profile, then maybe they'd have more bite to them, but Ebay keeps them secret.

    However, sellers do have the option of blocking any bidder who has 3 or more strikes in the past 30 days. This isn't helpful, since the counter clears after 30 days.
