What do you make of this?

Think someone was trying to make some kind of political statement?

My guess is somebody was bored, so they whittled away on this one. Maybe they did it on lots of silver coins, and collected all the shavings to buy a beer.
I collect Capped Bust series by variety in PCGS AU/MS grades.

Sadly the only statement will be that they changed this CBH into a hunk of silver melt. image
Some coins are just plain "Interesting"

Sounds better to say that some Confederate soldier sitting by a campfire did it to "take the head off the Union eagle"!

Don't overlook "STATES OF" has been erased too.

    Yes - that, too.

I can't figure out why someone would remove just the eagle's head, and STATES OF.

Seems like it was done intentionally though - to send some kind of message or make some kind of statement.

sometimes the placement of scratches on a coin seem to beg this type of speculation
