PSA Graded Baseball Coins Off-Center in Holder

I noticed on eBay that probstein123 is auctioning some PSA-graded 1962 Salada baseball coins. A few of the coins, including a Mantle, are not centered properly in the holder. I personally would not buy a coin that is not nicely centered in the holder.
If I submit some baseball coins to PSA and they are returned not centered properly in the holder, can they be returned and re-slabbed correctly at no cost? Thanks in advance for any replies!

How do the coins get off-center in the holder? 1) An inattentive employee? 2) Gets off-center in the slabbing process? 3) Slips around in the holder after slabbing?
I can't believe it's #3 as I've tried to move a coin in its holder without luck. So if it's #1 or #2, will PSA do a make-good and re-slab the coin at their expense?
I collect 1971 Topps Coins and, while unusual, I have seen a few instances where the coins are not centered in the holder.
I expect that if you received the coins directly from PSA that were not centered -- and you notified them immediately -- I believe the would reholder them at no cost. After that, I expect you would need to pay for a re-holder.
