With reviews, are all cards given new flips?

I recently sent in some cards for review. Three of the cards were in old holders with the baggie inside so I requested that those 3 be reholdered even if their grade was not bumped. When I got my cards back, I found that every card I sent in was reholdered and a new flip was printed with the same original certification number. I know they are new flips because every one of the cards I submitted for review was an old flip before the .5 were added, and now they have the number lower than the written grade. A few of the cards received a bump in grade, but even those that did not change grades are now in a new holder with a new flip. I guess I thought they would have reviewed them and if they thought the grade should stay the same, they would have just left it in its original holder with its original flip. I'm wondering if everyone else that sent if for review had every card reholdered, or if PSA only did it because I requested that the 3 old holders be redone. Any thoughts? Thanks.

    I have sent cards in to be reholdered just to change the flip before. I like uniformity in my collection.

    Because you requested the 3 holders. How many did they reholder total?

    I recently sent in 6 cards for review. Two bumped and the other four were returned in their original holder with an arrow on a sticky pointing to the reason for the failure to bump.

    I sent in 13 total and all 13 were reholdered. 5 of the 13 were bumped.
