Is the U.S. Mint changing their marketing procedures?

With the new ASE San Francisco set comes what seems to me to be a change from recent marketing procedures. Instead of household and mintage limits they are going to no sales limitations but with a sales time window. I am wondering if we are going to see more of this kind of pattern. Could they do this with the burnished AGE this year? Could this explain whey they haven't announced the sale of them yet? Would this be a better way of doing things?
Gold and silver are valuable but wisdom is priceless.
