Great tool, but I need an interpretation of the numbers

If I view a particular auction, by Item ID, it will show me the number of bids and the number of watchers.

Does the number of watchers include each bidder, or are they mutually exclusive ?
In other words, if there are 8 unique bidders and 15 watchers, then are there really 23 people, or just the 15, including bidders ?

The number of watchers does not include each bidder unless they happen to be watching the item.

What you said is correct, 8 bids 15 watchers, the bids could be from those watchers but would not be added with them.
