More Paypal changes?

I tried to send a gift tonight and PPal wanted to charge me an additional 3%.

Anyone else run into this?

    Did you try using your Credit Card to fund the transaction? That may be the reason.

    I think paypal will only charge you if it has to pull money from your credit/debit or bank account?

    If you have funds in your account, there is no charge.

    This is the pattern I've noticed when sending gift

    If you gend a gift overseas PP hits you with a fee.
    It is not exactly cheating, I prefer to consider it creative problem solving!!!
