Paypal fee question

If i send a non-ebay goods/service payment using money in my PP balance. Will the seller still be charge fees even though its simply a balance transfer?

Looking to have some custom cuts or plain custom cards built? PM me.

Yes.

Only Gift Payments do not get fees, I believe.
