Confused: Dollar Coin or Dollar Bill

It does confuse me. I separated this out of the other thread to keep this topic.
This is the order in which I've learned about this sequence. Am I missing something?
1. Presidential/Sac/Anthony coins are a flop (getting folks/banks to use them) - program stopped after decades of trying and loss
2. They wish to remove the dollar bill because it doesn't last that long (4 years) - but coins cost great deal as well
3. Bills are being proposed now? to create a dollar coin to replace the bill...

What do I have incorrect in my knowledge of these events?

competing bills in congress now, if I recall correctly.
continuing to mint the $1 coins and discontinuing the $1 note will save a little money long term (some billions as compared to trillions of debt) {{Congress will force us to use the $1 coins by discontinuing the $1 notes, and I think they need to stop making the $2 notes, too. since those will simply be used in place of $1 notes.}}
but the blank cotton note is supplied by a Mass. firm and the Mass. Congress members introduced legislation to stop the coin and keep up the $1 note.
net loss: everyone loses because I'm going to bet both bills die. Congress really needs to pick one. My favorite is losing the $1 and $2 notes.
