A co-worker gave this to me. It looks like it could be Russian but there are no words on it. Any ideas?

The way you can differentiate the Austrian Eagle and the Russian is that first, the shield on the Russian eagle's chest has a man riding a horse (actually St. George slaying a basilisk), while the Austrian has the tripartite coat of arms of Habsburg (the original demesne of the family), Austria, and Lorraine.
Additionally, the Russian Eagle generally has a bunch of other arms on its wings, symbolizing the constituent territories of the empire.
