What is going on with the rims on this Lincoln?

I searched some circ Lincolns today and didn't find anything interesting except this:

Can anyone tell me what is going on with the rims? Diameter is the same as any other Lincoln but the rims are very thick and the "L" in liberty isn't even there? I would guess PMD but really have no idea.

That makes sense. It's just odd how the "L" is completely missing as that seems like it would take a lot of pressure.
