minor ebay issue with seller

I recently purchased a card lot for $5.99 + $2.66 shipping from a seller, but the package arrived at my post office with $9.00 postage DUE! I refused the package and contacted the seller telling them that I expect a refund after they have the package back in hand. No way am I going to pay another $9 for shipping for a total of $12 on a $6 item. Well, I got my refund, but just for the $5.99 and not the $2.66 in original shipping expense. We are talking nickels and dimes here, but as a matter of principle I refuse to incur any expense whatsoever because the seller was a complete F-TARD with the shipping, and I have nothing to show for it. After I saw the refund for $5.99 I sent them a message that they can go ahead and issue me a credit for the $2.66 too. This was 2 days ago. I would like to open a case with ebay but I'm unsure which of their options reflects this type of situation. Any advice?

That was a stupid move on the seller's part. USPS usually does not catch Media Mail items that are not "media mail," but they did in this case.
You have to open item not recieved because you have not recieved the item.

I once had a DVD boxed set sent as media opened up by the post office. It was a set that was shaped more like a big brick than a long row as other sets are so I'm guessing they check items based on shape and/or size.

This would be feedback extortion by mentioning a "refund me or I neg you" line. Do NOT do this. I would file an item not received via ebay and let it go from there

I am looking to recover the original shipping charges that I paid because I feel like I shouldn't have to incur any expense whatsoever in this transaction. "

"According to my ebay page sold on march 6th, listing item # 26096818524, it distinctly indicated no returns. However, my buyer seemed very concerned about an extra shipping charge that was calculated by the postal service. it was at this time the buyer indicated he would look into the charge and get back with me, which he did. I did inform him that I had include several additional cards as a gift, which I am known to do for my customers. The buyer refused the item and apparently returned to my address. Due to my clear intentions of not refunding the purchase, I feel the transaction was fair in that I refunded the original item and not the estimated shipping charge. I also feel I have been taken advantage of by clearly indicating no returns. I immediately refunded the cost of the merchandise and have concurred handing and cost on my end already.
Your message to the seller:
"Here's the deal. I would have kept the package if not for the extra $9.00 in added freight. Don't really care about the "no returns" blurb in your auction listing. Had you packaged this properly and charged the correct shipping $ this wouldn't be an issue. "

"NO, Heres the deal. I did package it correctly and I tried to send you the package at the least amount of postage, packaged safely and add a thank you. I dont need your 2.66 and truly have no desire to keep it and an looking forward to sending it back to you. Which I will do now. Now I know why Tim Tebow traded to New York, I think he can teach you all a thing or too. Look forward to it, It's awesome!!! Good bye

May I ask why you did not mention this?
That, IMO would have ended the game early.
Instead of being Rick rolled, you get Tebow rolled anytime you deal with a troublesome seller.

Completely agree with this. If I were in that situation I would ask the seller politely one time- and one time only- to refund the shipping cost. Regardless of what the response was, that would absolutely be the extent of my effort to recover $2.66.

Second, the Postal Service is losing a TON of money with media mail scams and the Postal Inspectors are on top of it. I am not an expert on why media mail rates exists and who this rate is specifically proposed for use.
