July 14, 1992 was the date of the MLB All-Star game at Jack Murphy stadium in San Diego. I doubt that there would have been a hockey all-star game exhibition on that same day. Now what might be possible is that those three guys were at some Upper Deck event, or were guests of UD at the AS game, but I don't buy the story.
The signatures look good, but there was a guy in the San Diego area (not associated with the Marino gang) that was producing tons of signed stuff to top stars. One of the characteristics to look for is all signatures being the same size, and as Ironmanfan pointed out, looks like they were signed with the same hand.
WTF with the "sheet" - that's an Upper Deck commemorative sheet from the NHL AS game six months earlier...
