1967 Topps Red Sox Stickers--Method of issue?

Does anyone know how these stickers were issued?
The annual SCD and Beckett just say they are test issues, they do not explain how they were issued.
Is it possible that in certain series of 1967 Topps, Topps included these test stickers in regular wax packs in the New England region? Or were they sold individually?

and it looks like a good many were made (released) as the value is fairly low for a test issue (as opposed to say the 1967 Standups where the value is 100+X more).
there was also a find of leftover stickers at some point in the late 70's from what I have been told which explains the sets that have floated around.
