    They consider the 3rd set one of the #2 sets. Just look at the proof SAC dollars. There are 43 people tied for first place. But the second lowest set is listed as 44th. It's kind of mind boggling.image

    I actually find the proof state quarters a waste of time and money unless you can afford and obtain the elusive PR70 DCAMs.
