Paypal Question- Please Help

I am not familiar with regular Paypal. I need to know how much it costs the recipient of the money to receive it with regular paypal. I thought it was 3% of the value. If that is the case, I need to know if there is any other charges. If someone could help with the answer it would be greatly appreciated. Thanks.
