PCGS re grade questions

You have a PCGS slabbed coin that is slabbed as a 1890 CC Morgan. It is graded MS64 but looks better. It is in a PCGS MS64 holder. You discover it is a "tail bar" variety. For this scenario lets assume the variety had not been discovered yet but now is kinda known and published.
It is in a older holder......
Anyway, how do you re submit the coin back to PCGS for both a regrade (it is a 65 not a 64 easily a 64 plus) and the appropriate variety designation?
Do we have to pay extra for the variety designation even though we know what it is.

PS This is a complete fabrication but I have a similar situation in another series....

Variety attribution is an extra cost. You specify what you think it is and cross your fingers. It has to be a recognized variety.
