    The International Tennis Hall of Fame Rookies set contains large numbers of non-rookie cards. Bill Tilden has had strip cards and tobacco cards from the 1920s passed over in favor of his 1933 Goudey Sport Kings card; 1991 Netpro Legends are used in place of career-contemporary cards for players such as Don Budge (who has at least one major issue, Kellogg's Pep, as far back as 1948), Arthur Ashe, Roy Emerson, and Billie Jean King, all of whom had much earlier cards; 1987 FaxPax rookies are overlooked entirely, sometimes in favor of 1993 Netpro cards (e.g., Ivan Lendl) and sometimes in favor of not having any card in the set (e.g., Stefan Edberg); all of the Sportscaster cards and Panini stickers, as well as cards from other widely collected sets such as 1979 Venorlandus World of Sport, are ignored for modern players, and every British tobacco (Churchman, John Player, etc.) card of the 1920s and 1930s is ignored on vintage players, many of whom were not American, so that most of them do not appear in the set at all.

    As currently constructed, this set is a disaster.
