Question about 1993 Topps Finest

Probably a silly question but what made this set so popular? I was out of the hobby from 1990-2006 so for anyone who was collecting in that era...what makes this set so desirable? Was it a limited production run? The value of the 1 per box refractors is just incredible. Any thoughts or insights would be appreciated!
