Please help identify this mystery hammered? coin

Can anyone help identify this coin? It is almost paper thin, 19mm in diameter, and weighs .9 grams (14 grains).

    To me it appears to be a jeton that was manufactured in what is now Belgium/Netherlands and then actually used in England as it mimics the regal coinage from there.
    In memory of my kitty Seryozha 14.2.1996 ~ 13.9.2016 and Shadow 3.4.2015 - 16.4.21
