Question on submitting packs to PSA

Hi All,
Last month, I did my first PSA pack submission (there was a thread here that tipped me off to a $10 pack grading special for the month of January).
Outside of that January special, does one have to be a PSA member to submit packs for grading? Also, is the normal grading price much higher than $10?
How often do they run pack grading specials? (OK, that was really 3 questions).

1956 and Prior $50 45 BUSINESS DAYS
(Some restructions apply call for details)
1957-1971 $20 45 BUSINESS DAYS
1972-Present $14 45 BUSINESS DAYS
Normally the run the special 2-3 times per year.
