1958 DDR Proof Washington Quarter

I believe this is a DDR Washington... note the very fat letters and some serif separation. All letter of STATES show very fat and tall letters, the lower loop of the S's show doubling as do the lower section ES... note also the tall letter of the motto particularly noticeable on the PL and RIB of PLURIBUS. Coneca notes one 1958 DDR. Is this it?
