80s overproduction by card companies, or over purchasing by hobby shops?

So, I know that we consider the 80s and early 90s to be the era of "overproduction" but did any of the big card companies actually end up with unsold stock, did they simply meet demand?

Well they met my demand to the tune of 130 1987 Topps sets

It took a long, long time to get rid of them all.
