Question about Ebay and Paypal Guarantees

Wanted to get the board knowledge of ebay and paypal guarantees. What happens in each of these two scenarios. 1) You buy and use paypal to pay for item you never receive, and 2) You buy card, pay with paypal and card is not original or is altered in some way when he stated that it was original and unaltered. You should get your $ back at least on #1 abd most likely #2 also.
You need to file a csane of item not recieved and sig not as described.
