I tried for an hour and a half to list a Panda on ebay

It is a 1 ounce gold panda.
I tried to list under:

Coins & Paper Money > Bullion > Gold > World Gold

I got an error message stating I needed to list it under:
Coins & Paper Money > Exonumia > Plated & Clad Bars

I called ebay, was directed to 3 different agents.
The third one said I had to list the panda under: Coins & Paper Money > Gold > World Gold
because it would be a violation if I did some how get to list under Coins & Paper Money > Bullion > Gold > World Gold
since the coin "is not bullion."
He also said that if I somehow got it to list under Coins & Paper Money > Bullion > Gold > World Gold,
I would be banished from ebay for false listing an item.

I mentioned there were at least 3 other pandas listed under Coins & Paper Money > Bullion > Gold > World Gold

and was told there is a team that monitors listings and when they find the listings, they will be removed.
He said coins are a hot item with ebay fraud and are monitored closely.

The only way I could get is listed was under
Coins & Paper Money > Gold > World Gold
