Information needed on a 3 coin 1991 Russian palladium set

I recently purchased this 1991 3 coin palladium set and I have not been able to find any information about it. I cannot find if it was an "officially" released set or if it is an after market assemblage? The coins are unc's not proofs and weigh 1 oz, 1/2 oz and 1/4 oz. The box has a ceramic tile on top with a reproduction of a degas painting.

As I said, I have not been able to find any information whether a set like this was ever issued or sold. If it was "officially" released, I would like to know how many sets were issued.

If any one has any information to share, I would appreciate it.

I'm going to keep it in the box. I thought the degas tile on top was kind of cool.

Well, seeing that no one has registered a set yet, that kind of gives me an idea of how rare the 3 coin set is. Or, maybe other people like the wood box too.
