Rarity vs. Grade in a type registry set

Hi everyone. I don't expect to ever finish, but I started a 1793-1964 type set. My plans are to have a mix of interesting coins, perhaps rare dates on some with the tradeoff being that it's a circulated coin in a lower grade. For instance, my first pickup was an 1841-C $2.5 gold in F12. Now I could have gotten a more common date in a higher grade, but I liked this one. Other additions may be a hard to find CC Morgan, an overdate, an SS Republic coin, or some other conversation starter.
With that said, are the type registry sets always ranked by grade? It seems that it would also be cool to rank them by the rarity of the coins put in the type set. I'm not competing with anyone, but it's just a question that came to mind.

Usually the higher ranked sets are full of proofs anyways since higher grades can usually be found for relatively less money, especially for the more modern issues.
