The 1975 Mini was a test issue, albeit much more mainstream and widely produced than most. OPC also issued test issues, but rarely did Topps and OPC test issues parallel each other in any given year.

The reason as I was told (by someone's grandpappy in a bar just outside of Plymouth MI.) was that minis were sent as punishment to two (CA, MI) of the "armpits" of the U.S. Americans would never punish their Canadian allies with these little nuggets of the cardisphere. Topps however did use OPC's patented techinques for O/C printing and miscutting.
