Thoughts on it?
That seller knows how to grade and, if I recall, won a previous PCGS grading contest some years back.
So, instead of being in PCGS plastic, it is being sold in a self-slab type of 5th world grading label.

Combine the 2 above and come to your own conclusion.....

so, from what i am gathering here:

1. there's a tendency for these coins to be over graded (which could happen with any service, to be fair)
2. the seller doesn't intentionally grade problem coins, like counterfeits and cleaned/damaged coins

is that accurate from people's experience?

Looks fugly and cleaned. If you are really in the market for one, there is a PCGS XF-40 in the Goldberg sale.
