Coin weight variance allowed by mint???

Recently there was a story of the 1944 D steel cent recently posted and it stated that while the coin weighed 2.91 it was in acceptable variance with the mint? I was under the impression that it had to be very close to 2.67. I was shocked to see a 10% variance.
