You sure? I think they only have active bids for some CACed coins, but not all CACed coins. (not certain of that)
Surely there is a dealer out there who ante'd up to join the electronic trading network that CAC was selling subscriptions to a while back.
I think more transparency as to the way CAC coins are traded would go a long way towards increasing customer confidence in the CAC product, for those who are not on the CAC bandwagon.

CAC dealers are under no obligation to make an offer for a CAC stickered coin if they don't want it.

CAC does not publish their buy prices to the public, but they do in Coinplex which is a dealer to dealer trading network. If you have a CAC coin you want to sell, simply call them, and JA will make you an offer. In many cases, he has made me offers that I felt were over market, and other times under market. For common coins, pricing will probably be based on Greysheet. You are under no obligation, but the sticker on the slab means he will buy it if you want to sell.
I dont think any other TPG service offers a buy back guarantee unless a problem arises with the coin.
