25th Anniversary registry set?

Why isn't there a 25th Anniversary Eagle registry set, like there is a 20th Anniversary Eagle set?

Should the existing "Anniversary Eagles Complete Set" including all the coins from 1995-2007, have the 2011's added to it?

Or is it becoming too common to mess with, since it seems like the Mint is headed towards an Anniversary variation every year?

With so many MS and PF 70 sets out there, I would predict many sets are tied for number 1. Even with DCAM designations, I see that there could be a lot of sets tied at the top. Now if they would do some MS 70+ or MS 71, then we could see some separation.
