Paypal put hold on Ebay sellers?

I received an email from Paypal saying they were putting a 21 day hold on my money. They say it is due to activity such as chargebacks, returns and such based on my history. This doen't make sense because I have never even had a return, a claim, or anything that would prompt them to put a hold on my account. I also have 155 perfect feedbacks!

I call customer service and they say that it is a new ebay policy and my money will only be held until the buyers shipment is marked received or I get feedback. This means I will now be forced to pay for tracking for every shipment or use paypals shipping!

This is really going to hurt right now because I spent last night getting ready to list over $2,000 worth of coins to help pay bills this month due to the lack of business and funds at my retail shop (summer seasonal business).

Is anyone else getting word of this new Ebay poilicy?

Hello Kurt,


We're writing to let you know about a change to your PayPal account.

Starting 2/16/2012, money from payments you receive will be placed in a pending balance for up to 21 days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.

Even though you can't access the money right away, please ship orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.

The money may be available sooner if:
1.We can confirm that the item was delivered.
2.Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.

Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.

Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

    PayPal Tracking is something like $0.19 and should not be an issue.

    They did this to me too, but its reasonable insurance on their end.
    A 21 day hold doesn't mean the money will necessarily be held for 21 days
    if the buyer gives you positive feedback right away and/or paypal sees that
    the item has arrived. Although PayPal (I suppose) has the right to hold the
    $$$ for all 21 days if they wanted!
  • I didn't know paypal only charged $.19 for delivery confirmation. I never really looked into shipping through paypal. I guess I will now be 'forced' to now look into it and possibly use it. I just hate when a company strong arms you to do business their way.

  • Hmmmm, that makes the policy a bit more understanding. But, why am I getting singled out? I don't see anything in my history that would prompt paypal to say ebay is enforcing this policy on my paypal account.

    No one else is seeing this policy on their accounts?

    I use PayPal shipping even for non-eBay sales. It is cheap and convenient. You have the tracking number, can check the status through their website and don't have to go to the PO.
    I only use click-and-ship when I have to insure for more than $500. MM

    you are not being singled out, happening to most sellers eventually.

    If you aren't using delivery/signature confirmation on your shipments you should be. Paypal requires one of them depending on final sale price to cover your seller protection in event buyer files dispute. A slick, crooked buyer that sees you didn't use confirmation can easily file a claim and will probably win because you have no proof of delivery.

    I use paypal shipping also, and find it convenient with ebays sales.

    Get used to the holding of funds. You can expedite their release by using the proof of delivery and by encouraging your buyers to give feedback as soon as item arrives. also once you see the feedback or the completed delivery you can call paypal and expedite your release of funds. Always a hassble but beats the automated waiting period. Any time you call paypal just keep saying "agent" until you get a live person.

    Wow!

    I gave up going to the Post Office to ship items years ago. Friendly or not, the lines are unpredictable and it costs gas to get there.

    For the past 4 years I've used PayPal shipping which is cheaper than over the counter prices. I get to package and label after hours at my convenience and even request pickup at my front door for Priority Mail.
    I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.

    If you have great PO employees, they won't mind scanning your paypal labels into the system so that you have proof that PO actually received the shipment. I do this with high dollar items that I ship with paypal labels. Paypal shipping is limited to $500 insurance but you can get higher insurance on line by using usps.com shipping labels. Also with usps.com labels you can print one daily scan form for all items and the PO HAS TO scan them in when you present this.

    When you create a paypal shipping label for an ebay item it automatically updates both the paypal details page and the item in "my ebay" to show the delivery or signature confirmation number to you, the buyer and to PP/EBAY. This is important to paypal and ebay because it gives them clickable, instant access to tracking info without having to talk to you.

    Another trick I learned from the PO is this: When purchasing insurance AND signature confirmation online, the label will only say "INSURED," it will not say "SIGNATURE REQUIRED," My local postmaster suggested taking a pink signature confirmation label and cutting off the sticky end that says "United States Postal Service SIGNATURE CONFIRMATION" (do not nclude the bar code) and applying it to the very top of the online lable. He says this is authorized since I did pay for the service on line and it helps to ensure that the delivering mailman knows to get a signature when delivered. Also, never cover either of the two bar codes on an online shipping label with clear tape, it makes it difficult to scan.

    I decided to try it yesterday when I got the same email you did. I normally use paypal shipping. So I loaded 25 or so shipments into ebay shipping, hit "purchase and print" and it would only give me labels formatted for 8.5 x 11 and wouldn't let me format the labels for my specialty label printer. So I went to cancel them and there was only one charge in paypal with no way to cancel them. I spent 45 minuntes on the phone with ebay/paypal. They manually cancelled them and then I went back to paypal and created the shipments. The cancelled labels didn't go back into my "waiting for shipment" folder so now I have to go do a manual audit to make sure I shipped everything. PITA.

    Also, free delivery confirmation doesn't start until 1/22.

    Finally, in the past I have used ebay shipping and it didn't mark the item as shipped. I almost shipped it twice (a coin I have multiples of).

    The only good think I see is that as a top rated seller/powerseller I get almost $5 discount on express mail flat rate envelope so I'll use it for that only in the future.

    registered mail can only be purchased at the PO counter. Once done manually enter the number (ends in US) into paypal and into "my ebay" for the item for all involved parties to see. I believe if you enter it into paypal first it will automatically show up in my ebay. Clicking on that entered number will provide delivery status.

    Careful on the E-Bay insurance when shipping coins.

    My understanding is that it DOES NOT cover coins.
