Unidentified Jim Palmer card

Hey Guys -
I picked up this Jim Palmer card in a lot last year and have no idea what set it is from. It is smaller than a standard sized card (about the size of a Panini sticker), is hand-cut (very rough), and has a blank back. I don't expect it is worth anything and don't have more than ten cents into it - BUT I would still like to know what it is. Any help identifying this card would be appreciated.
