How do you determine coin value for submissions?

What is the proper way to determine coin value to declare on submission forms to PCGS?
If you bought a 2011-W burnished gold eagle for $1878, is that the "value"?
If it came back as a MS70, or MS69, its "value" would be much different.
What is correct?

But the grade it comes back as does have bearing on which service level to choose, since different grades have higher or lower value and can be submitted at different tiers. Maybe this is prompting the original question.
pcgs and ngc both have very specific language to define this as i just read it yesterday
for choosing the service level you don't always have to go with the tier that reflects the value of your item(s).
you cannot go down but you can go up.
some coins i want a faster turn-around so i bump the tier up 1-2 levels
but when choosing the general tier i just go by what i think the coin will grade and then estimate a value based on a couple of price guides and the TPGs will go by that number unless the coin turns out to be worth significantly more
i also wonder if a package is lost on the way BACK to us if then we can claim insurance amount based on the actual grade since that would be the new value for the item, i bet it would

That's life. If lost that is all I can claim on the insurance.
