1995-96 Finest Mystery Orange Test Refractors

I came across a psa 9 shaq test refractor but when I looked it up in the psa pop report I noticed only six test refractors have been graded before and no shaqs. When I looked up finest mystery refractors their are 174 graded. I know its a test refractor with the orange border. Why wouldn't it be listed as a test refractor?

They are listed as Bordered Mystery refractors in the pop report under 1995 Finest Mystery, there are 101 Shaq PSA 9s. I think someone at PSA mislabeled the Orange Test ones.

how are the test refractor and bordered refractor distinguised? I thought the test were orange bordered

All the bordered cards ARE the orange test I believe.
