Heritage Price Guide question

I was wondering if anyone could explain the numbers used in Heritage's guide. What does Numismedia NGC and Numismedia PCGS mean? Is this the Bid equivalent of the greysheet? And, is the "wholesale" number the greysheet ask? Thank you for any insight.
