PSA Registry Question

How is it decided which RC will be the one included in the registry? For example, the NFL HOF RC set registry could choose from a variety of RC's for the modern players. How is it decided that, for example, it would be the 1989 Score card and NOT the 1989 Topps card?

Any ideas?

    I'd suggest doing some reading and searching the the PSA Registry forum, It gets discussed a fair amount over there.

    It's the most valuable (when graded) eligible rookie card (not autographed and/or game-used, not serial numbered to less than 999).
