Can anyone tell me more about this 50th Anniversary of Philly medal I picked up at FUN?

This walked in off the street at the FUN show. Glenn (PonyExpress8) bought it, and I gave him a quick $5 profit on it because I really liked the obverse. Can anyone tell me more about it? I think it might be made of tin? Anyone know how many were made?

I don't believe it is the 50th anniversary of Philadelphia since the medal is dated 1869 and the city was quite a bit older than fifty years old at that time.
