canadian pl packaging question

1964 & 1965 pl sets include a printed card that gives a description of the uncirculated coins
contained in the package.
!963 sets include a card however it is blank.
As the coins in the sets are also enclosed in the film packages one would assume they are also pl coins.
Is this assumption correct.

    Yes, all the coins issued in the 6-coin film pack were proof-like strikes.
