Anyone else having an issue paying on eBay this AM...or is it just me?

I won a coin on ebay at the wee-hours this morning (~2 AM here). Like a normal person, I was asleep when I won the coin!
I woke up and to my surprise I got it for half of my max-bid (now I'm just gloating).

Ok, to get to the main point, when I went to check-out and pay for the coin I was getting an error message #11068.
Doing a google search it seems I have encountered an error with possibly multiple types of issues; I'm making this message
public for now, I have already contacted the seller and if I don't hear from him in a couple hours I will be calling eBay.
But having never encountered this error message code-thing before, I took eBay's recommened methods of resolving the
issue, but those seem to have failed - including purging several old addresses and updating other account info.

So, if you won anything on eBay today and have gone to checkout, have you encountered a similar message, or is it just
me and/or the seller holding things up? Or is it eBay's fault within their system?

Ok, then it's the seller, and/or paypal+seller, which are causing the issue (this also seems to be the common denominator from what I've read).
It seems this seller has recently received 3 Negs in a row, and I'm sure that's like a 3-strikes thing with eBay/Paypal!
ebay/PayPal probably froze any incomming transactions from recently completed auctions with this seller in order to resolve recent seller issues.

I'd REALLY like to pay today since ebay is giving 10% back in eBay Bucks (Yes, the secret is now out!)
