RD coin populations are very thin on NGC for the 1889 1/4 anna where most of the coins are graded RB. It requires at least 95% red for a coin to be graded RD.
The coin also has a very clear die clash error. You can see the outline of the queen's face on the reverse.
The coin has very clear fields and has is very attractive to look at. The only reason it got graded MS 62 is because of some bag marks on the face of queen Victoria, otherwise it is a MS 64 at the least in my opinion.
