what happened to this proof??

ok, i know it's not a us coin...but i want some good expert opinions and i don't want to see the thread languish in the darkside forum. is this coin cleaned? is it pvc (pandas are often sealed in pvc from the mint)? what the heck has happened to this coin?

update:

i soaked the coin in pure acetone for about 30 mins...most of the haze is now gone...but the spotting it still present...so now, i am thinking maybe it is pvc residue and my question is how long can a soak be done? what is the point at which no more soaking is going to work? thanks

Looks like a typical proof that has been excessively handled with bare and dirty hands/fingers by a non-collector who doesn't know how to properly handle a coin.

You can soak in acetone indefinitely without harm. In my somewhat limited experience, either it comes off quickly in acetone or not at all.

all the cloudy halo stuff came off in the first acetone soak. the second soak did not remove anything else. i think this coin was exposed to heat in the mint packaging, then removed and someone mishandled it. so, there was some pvc reside on this coin which came off...however, the spotting did not come off. the coin looks much better now anyway. thanks for your comments.
