Why were Native American $1 coins not issued until 2009? (Answered)

The Native American dollar coins were authorized in late 2007, but not struck until 2009.

Does anybody know the official reason why they were not struck in 2008?

What was specified in the authorizing document? Perhaps it was specified that they would start in 2009.

Many laws get passed and have a long delay from when they pass and when they are enacted.

I think it was timed to replace the ending Sac dollar (as it existed). Sacs ended in 2008
and Native Americans began the next year.

Just called the Mint's Public Affairs office, and spoke with Michael White who immediately emailed me a copy of the bill. It specified that if the bill was not enacted until after Aug. 25, 2007, the coins would not be issued until 2009 to allow the Mint adequate time to prepare them. The bill was not signed until Sept. 20.
