Something different: 1864 2c - What's going on with the fields?

Not my series first of all. Can someone familiar with the series tell me whats going on with the pitted fields. I'm assuming it's minted this way because the coin is graded 64RB. Never noticed the pitting until I took the pics. Rusted or corrosion on the dies maybe?

Probably struck through grease. Whatever it is, it's a common problem for the series.
